In terms of Rule 6 of the Government of Mizoram (Transaction of Business) Rules, 2014 the expression “decision” or “orders” or “approval” of the Government of Mizoram means the decision of the Council of Ministers or the Chief minister or the concerned Ministers as the case may be, and as such to arrive at the decision of the Government, all policy matters dealt within the Department are processed in File routing through all the executive officers in the Department before submission to the Minister with proper suggestions on available line of action.
Matters relating to the ADCs requiring consideration of the Governor in terms of their (Constitution, Conduct of Business etc.) Rules are submitted to the Governor through the Minister in charge of the Department and the Chief Minister.
